Private Education Act / EduTrust Certification Scheme

The Private Education Act was legislated in December 2009 to strengthen the existing registration framework and enforcement provisions of Private Education Institutions (PEIs).

The Committee for Private Education (CPE) is a statutory board established under the Private Education Act with legislative powers to regulate the private education sector more effectively and uplift the quality of private education in Singapore. Under the Enhanced Registration Framework (ERF), all Private Education Institutions (PEIs) must be registered with the CPE before they are allowed to commence operations.

A quality assurance framework known as EduTrust Certification Scheme (EduTrust), was also introduced. It assesses a private school’s management commitment and responsibilities, corporate governance and administration, external recruitment agents, student protection and support services, academic processes and student assessment, achievement of student and graduate outcomes, quality assurance monitoring and results.

The EduTrust aims to recognise private schools that are able to consistently maintain a high standard of quality in the overall provision of education services and make continual improvements that lead to positive student outcomes. Ngee Ann Academy has been awarded the EduTrust certification by the CPE.

For more information on studying in a PEI in Singapore, you may visit the CPE’s website at: www.ssg.gov.sg.
Please click here for the CPE PEI-Student Contract.

Fee Protection Insurance Scheme

All EduTrust-certified Private Education Institutions (PEIs) are required to adopt the Fee Protection Scheme (FPS) to protect all fees paid by all their students. All fees refer to all monies paid by the students to be enrolled in a PEI, excluding the course application fee, prevailing GST, miscellaneous fees (non-compulsory and non-standard fee paid only when necessary or where applicable), and FPS insurance premium.

There are 2 types of FPS insurance schemes, namely, FPS Individual Insurance and FPS Group Insurance. For FPS Individual Insurance, as and when a student pays course fees to the PEIs, insurance will be purchased and each student will be issued with an individual Certificate of Insurance (COI). Under the FPS Group Insurance, COI will be issued to the PEIs by the FPS Insurance Providers with a determined insurable amount to cover all course fees to be collected by the PEI during the period of indemnity.

As a PEI which has at least two consecutive terms of 4-year EduTrust certification, Ngee Ann Academy (NAA) is eligible to adopt the FPS Group Insurance with effect from 09 March 2020. We have appointed Lonpac Insurance as the FPS insurance provider to insure all students’ fees Click here for the FPS insurance certificate.

More details of the FPS please visit the CPE website: www.ssg.gov.sg or contact the CPE Student Services at 6592 2108.
